Wat is er innovatief aan een stuk hout dat bestaat uit vijf planken op een paar liggers? Het zal duidelijk zijn dat de revolutie niet lag in de constructie. Er is technologisch niets bijzonders te ontdekken aan een pallet. Met wat hout en spijkers kan zelfs een kleuter het zelf in elkaar zetten.
Nee, de revolutie die door de pallet mogelijk werd gemaakt ging over iets heel anders. Het was een organisatorische innovatie van de bovenste plank. Maar voordat we bij de waarde van de pallet komen moeten we eerst kijken naar een technische innovatie. En dan heb ik het natuurlijk over de vorkheftruck. De eerste vorkheftrucks werden aan het eind van de 19e eeuw gemaakt. Dertig jaar later was het apparaat echt bruikbaar, maar werd de potentie van het apparaat nog amper benut.
Het probleem was de belading van treinwagons en schepen. Om de efficiencywinst van de vorkheftruck echt te realiseren was er een ding nodig waar je lading op kon zetten en waar de vorken van de heftruck makkelijk in konden schuiven. Dat ding werd de pallet. De eerste dateren uit de jaren veertig. Het duurde tot 1961 voordat de Internationale Unie van Spoorwegen er een standaard over afsprak.
En niet zomaar een standaard. Er werd van alles in detail geregeld, zoals de minimale houtkwaliteit en tenminste 78 spijkers. Zodat een EURO-pallet uit Zwitserland van dezelfde kwaliteit is als een EURO-pallet uit Canada. Het resultaat is spectaculair. Vroeger kostte het drie dagen om een treinwagon te lossen, nu vier uur. Een efficiency winst van 90%. Het is echt een prachtig voorbeeld hoe een Open Standaard helpt in onze economie. Open Standaarden zoals de EURO-pallet zijn echt onvoorstelbaar belangrijk voor onze economie.
Wat me brengt bij een andere sector: ICT. De ICT-sector is wereldkampioen in het gebruik van gesloten standaarden. Die gesloten standaarden maken dat de klant vast komt te zitten aan één leverancier. Dat noemen we lock-in in goed Nederlands. Lock-in is aantrekkelijke voor leveranciers. Ze kunnen hoge prijzen rekenen, want de concurrentie is ver weg is. Het betekent ook een laag innovatietempo, om precies dezelfde reden. Het beste bewijs voor die stelling is door te kijken naar het meest innovatieve deel van de ICT-markt: het internet. Het net draait op open standaarden zoals het Internet Protocol, HTML en XML. Dankzij die open standaarden kan iedereen innoveren op het internet. Waar staat het al tien jaar stil: Kantoor-automatisering door het monopolie van Microsoft. Pure gesloten standaarden.
Over vijftig jaar kijken we hopelijk wat meewarig naar de periode dat ICT gedomineerd werd door gesloten standaarden. De vraag is alleen of de markt het op gaat lossen, zoals vijftig jaar geleden bij de EURO pallet. Er wordt belachelijk veel geld verdiend met gesloten standaarden. Dus ik vrees dat er een zetje van de politiek nodig is, zodat de markt wat meer een markt wordt.
