Leiders, bestuurders en managers moeten deze initiatieven herkennen, erkennen en faciliteren. Natuurlijk kunnen initiatieven ook vanuit de leiding, uit denktanks of uit commissies met hele wijze mannen komen. Maar toch. Ideeën van onderop, oplossingen voor problemen die mensen in het dagelijks leven tegenkomen hebben zich al bewezen in de uitvoering en hebben daarom een grotere kans van slagen. Zoals het idee van gemeenteambtenaar Gebrand Bijkerk, die met lede ogen aanzag hoe makkelijk overheden bruikbare spullen bij het grof vuil zetten. Hij bedacht daarom een marktplaats voor overbodige overheidsproducten. Hier wisselen niet alleen parkeerautomaten of speeltoestellen van eigenaar, maar kunnen ook niet-tastbare zaken als software of personeelsdiensten tussen (semi)overheidsinstellingen uitgeruild worden.
